Manuel has over 25 years of experience in engineering, procurement, construction, and commissioning of projects. He has led the execution of more than 150 projects in 11 countries totaling over $2 billion in the power, oil & gas, petrochemicals, life sciences, manufacturing, healthcare, and education sectors. He has expertise in the planning and evaluation, throughout the project lifecycle, of complex projects. This includes assessment of prime contracts, subcontracts, estimating, change management, standard of care, delay and disruption evaluations, and productivity issues.

Manuel has worked with or on behalf of owners, engineers, and contractors throughout his career. He has held project management and executive leadership positions at two top Engineering News Record (ENR) recognized contractors. In his project management capacity, Manuel oversaw the mechanical design and construction of projects ranging from $130 million to $1 billion. As a construction executive, Manuel was responsible for all corporate operations inclusive of business strategy, pre-construction, construction, and dispute resolution for an EPC contractor with annual revenue ranging from $130 million to $220 million.

In both his current and prior positions, Manuel has oversight duties, as well as hands-on experience, to assure policy and procedures were in place for the development and maintenance of pro forma estimates, development budgets, construction budgets, prime and subcontract agreements, cost report systems, engineering and construction planning, CPM schedule development, and quality control reporting. Manuel regularly conducts estimates, project assessments, and advises as to dispute resolution efforts during the pre-development, pre-construction, execution, and post-construction phases of the project lifecycle — concept and initiation, engineering and construction planning, execution, performance and monitoring, commissioning, and close-out.

Manuel’s career, whether in the role of an executive or a project manager, is marked with several large-scale and/or mega-projects located in the United States, South America, and the Caribbean. Example projects include, but are not limited to, the $130 million Roche PMC Pharmaceutical Plant in Somerset, NJ; the $600 million Gas Terminal in Monteverde, Ecuador; the $700 million 300 MW New Fortress Energy Power Plant in Puerto Sandino, Nicaragua; the $740 million 530 MW Punta Del Tigre Combined Cycle Power Plant in San Jose, Uruguay; the $800 million Bulo Bulo Ammonia & Urea Petrochemical Plant in Entre Ríos, Bolivia; the $900 million Jaguar Coal-Fired Power Plant in Guatemala; the $1 billion Amgen Epogen Biotech Plant in Juncos, Puerto Rico; and the $5 billion Barrick Gold Mine in Dominican Republic.
